I was in memphis once during an ice storm. The 100 yard walk from hotel to the work site was pure hell. Baby steps, like walking through a minefield hoping you wouldn't slip and fall. Of course no one cleared the ice. In Memphis that's mothers natures job.
I really don't like cold weather but the pictures I saw on the weather channel produced some sort of primal urge in my bones to head north and go play in the snow.

In Manhattan, the precinct houses don't have parking lots. They were built in the old flatfoot days and just have some reserved spots on the curb. Hence the classic NYPD perp walk: there's no private area to park the squad car and unload prisoners. If they have more cars than that for whatever reason, they just park as close as they can find a spot. CC, JSM

Plus maybe a little bit of NYC's civil-service rules; after all, it is the birthplace of real Progressivism, like Tammany Hall-busting progressivism. There probably are a lot of city regs designed to make sure a real person corresponds to every job on the payroll.

Because in some snow storms the snow falls so fast and thick you can't go anywhere. Even with snow tires. The best thing to do is pull over and wait. Either that or get stuck in the middle of the street so a snow plow can't get through. Maybe the two cops are still in there. Waiting for the plow.

The IDs are needed for people who want a temporary job shoveling snow and to get paid for it. It weeds out identity theft, prevents hiring illegal aliens, and provides the information the government needs to send you a tax form at the end of the year.
Bringing your actual social security card seems a little excessive, but for the most part these are the normal things you would need to get a job and an ID card for the job.
Well, if the mayor is in favor of defunding the police, he probably won't have their vehicles shoveled out of the snow. And the cops union contract probably doesn't require them to do it either.

This is not nearly as bad as Chicago, for snow melts pretty quickly near the ocean. Chicago = dingy black spots and gray piles.
