I think you might have some lack of understanding of how elections and governments function in traditional Islamic countries -- laws are not created by the governed, they are based on maintaining adherence to Sharia and the need to balance competing sectarian groups/fiefdoms.

Elections don't mean much, freedom of speech doesn't exist. For example, Turkey. Erdogan has held power for 20 years. Turkey is rated as "Not Free" by Freedom House.

Finally, Armenia is not considered a Middle Eastern country. It is not Arab.
It is not Muslim-majority (it is predominantly Armenian Apostolic Christian).
It was not part of the Ottoman Arab provinces in the way Levantine countries were.
It does not share the political-cultural history that defines the modern Middle East.
