Biden's remarks were foolish. They may be true, but national leaders don't talk to each other that way. He was showing off, acting tough for some audience he wanted to impress and he didn't bother to think that Putin might hear about it and not like it.

As for Biden, he's astute enough to know that many--especially here--will interpret his comments as a veiled threat, so he wants to emphasize the sincerity of his well-wishes. (He may not, in fact, be sincere, but I don't think he is trying to signal that he is making a threat.)

Bleh nailed it. Given Putin's background and history, this almost certainly is what was intended by his remarks. Between Russia's demographics and its dependency on oil revenue, Russia has a surprisingly weak hand of cards, but its senior leadership (Putin, Lavrov, etc.) repeatedly runs rings around the US foreign policy establishment and Democratic politicians.

I've always thought of Putin as having a personality type that's virtually indistinguishable from a Mafia boss. In other words, your basic high functioning criminal sociopath. As such, it's not terribly difficult to understand him. He has power and wants more of it. He doesn't like people who challenge him. And he uses whatever advantages he may have in order to maintain and grow his position. Of course he's completely amoral. He doesn't really care if people are hurt or have to die in order for him to maintain power or aquire more power obviously.
It's all pretty basic. He's also a bit vain. He likes to do what the young folks refer to as "flex" and demonstrate how tough and powerful he is.
So is he actually threatening Biden? Not really. He's just talking tough. He's not stupid or crazy. He damn well knows he could never actually assassinate Biden without there being very real consequences. But talking tough about an American president can elevate your macho levels in the eyes of certain people.

I almost felt a hint of sadness and compassion in his intonation.
