I thought it was obviously a rose, but I looked it up and used two different AIS and they both said it was a Rugosa Rose (Rosa rugosa), also known as Japanese rose, beach rose, or rugosa rose.

Look at the buds, the leaves, and the blossoms without petals (pre-fruit? There must be a technical term.). These are roses, not peonies.
