With respect, I think you have misquoted Harris in a way that may entirely change what she meant.
Harris didn’t say, “Let me also say this.“ She said, “But let me also say this.” That “but” is ambiguous, probably purposefully so, but could mean that she is offering what she says next - that she knows what the job of being President is and what it requires - as a reason not to run.

Whether offered as a qualification or a reason not to run, simply being in the White House is neither. She didn't point to being "Border Czar" or any of the other duties she was supposedly tasked with and utterly failed at as a reason to know what the job entails.

Harris has probably spent more time closely watching episodes of "West Wing", the bible of the Obama administration, than witnessing "Auto Pen" Biden ineptly and mostly absently serving as president. Here, she notes "sitting in her West Wing office, steps from Oval Office, heartbeat away", but makes no claims of "working" with Biden or his top administrators.
"Standing in room" for the photo op is not what Vance is doing in Trump 2. administration.
