As per the article the figure “includes regular spending on thousands of US suppliers, data centers and corporate facilities”. Not necessarily new investments or 500bn in spending over and above what they’d be spending in the next 4 years anyway.

So they’re just including the regular costs that they would have spent either way. I’ll hand it to Cook he understands that Trump (and Drago) only cares about nice headlines with no mind for details.

Apple's being wise to use existing commitments to make news and please the Trump WH.
