"Not long ago, some of the clerks in our area came to me with concerns about the voting rights of senior citizens. Right now, state law isn’t clear on how people need protection and clarity on their voting rights. Often people declared incompetent don’t even know they aren’t allowed to vote because they weren’t given a copy of the ruling. Our law also doesn’t have a process for notifying clerks when someone is declared incompetent to vote.

This confusion led to many people casting ballots who lost that right because of a court ruling. A review by Dane County election officials found nearly 100 people who cast more than 300 ballots since 2008 despite being declared incompetent to vote. Many of those people voted in multiple elections.

Unfortunately, Governor Evers vetoed my bill that will help protect the voting rights of seniors. Assembly Bill 572 clarifies laws for people declared incompetent and makes sure their loved ones know when voting will take place in a care facility.

In more than half of those cases, the voter was registered under a different address than the one listed in the state’s adjudicated incompetent list. It’s highly unlikely a clerk would turn someone away if they provided proof of their residency. The bill would have installed a process to notify the clerks if they have been ruled incompetent to vote.

My bill also included a safeguard for families of individuals in nursing homes by requiring nursing homes to email the designated contact for a resident when special voting deputies will be in the facility to facilitate voting. While current law already requires municipal clerks to post a notice at the home or facility and on the internet indicating the date and time that absentee voting will take place at that home or facility, there is no notification process for the individuals or individuals whom the resident has designated as authorized contact persons.

Under the current process, families very often miss the notification and this bill would provide transparency and assurance that no one is interfering with their loved one’s right to vote. It is a felony for anyone, including a family member, to interfere with anyone’s right to vote.

AB 572 also provided that if a court restores the voter's right to vote, the Wisconsin Election Commission must, within two business days, notify the voter that the voter is eligible to vote and that the voter is required to complete a new registration to vote if the voter intends to vote.

My bill improved the difficult process of declaring someone incompetent, making sure they and their guardian know their rights, giving clerks the information they need to enforce court orders, and making sure family members are looped in when voting happens in a nursing home.

While the governor supported parts of the bill, he misguidedly let trivial concerns prevent us from providing much-needed oversight and transparency. These are important issues and should be clarified in state law."; 3/22/24, 5:54 PM

You don't really feel like yourself most of the time and you rely on hero family members and dedicated medical people. There's no real way to thank them for what they do. And what they do is help you be upright again. It's an achievement to sit upright as she is doing but time goes on and you do achieve it. But who wants to hear that you are upright for awhile and soon for longer? And you lie there and think about how you have your life back and how good it is. You look at the wars and you pity those people, People were striving to save me but over there even in hospitals they were striving to kill. Hamas started a war and I could feel what a war is. How terrible when all the doors close on hope for awhile. How terrible to be a hostage with untreated wounds and uncaring captors. How terrible to know that Hamas gunmen are running the hospital you where lie helpless. And the Israeli are coming for Hamas. I wish for something better for all of us.
