Politicians and appointees are what are infestations that never leave, pop up forever and the like. Civil Servants are GS graded employees who do as directed by politicians and appointees in the SES. Like the IRS folk who decided to give extra scrutiny to "conservative" groups?

Either they rat out the political appointee who told them to do so or they go to jail. Either way, they get fired and lose all govt payments into their retirement accounts.

The same goes for every "civil servant" who knew and didn't whistleblow.

Unless, of course, it's okay for the next "not Dem" president to use the IRS the same way.

Lois Lerner, IRS Director of Exempt Organizations Office, as @The Drill SGT has pointed out earlier, is no "civil servant" but one of those institutionalized Senior Executive Service (SES) chameleons who pose appropriately as the wind blows from administration to administration....e.g., Bush 43's to Obama's now, just like good ole Victoria Nuland at State under Clinton, Bush, and Obama.

Understand this about SES folks...they like their positions, and the ceremony at places they visit putting up their special flag [flag symbol is a Lyre...close to Liar, right?]up for them, just like a visiting general or admiral, elevators held for them, special ground transportation provided, etc. They will defend their turf by whatever means is necessary. If you are a GS-12 or GS-13 somewhere with different ideas...you ARE toast.

Ahem, you do have a point and, from personal experience as a "Fed" I know how hard it is to go against the "appointed" executives. I also know it is not impossible, from direct personal experience...although I will admit that down the road if you make a habit of being forthright and honest, when "advised to be circumspect", the institutionalized political folks will get you. I beat my pursuers by retiring before they had contrived a case....which also insured my best subordinate, highly qualified [she is more so than me I think] got the Chief's position, instead of being demoted in a RIF.
