You are misparsing the sentence. The verb is "mantle"; he wants to mantle Don Reagan. Similar to "the ripest fruit first falls", or "yesterday this day's madness did prepare". So Fred wants to put a mantle on some guy named Don Reagan.
An odd plank for a campaign, but at least he's not trying to return us to the gold standard.

I suspect Thomopson already has the "Reagan image," what with actor background. Doesnt have Reagan's executive experience (people do forget Reagan was the Govenor of CA and not just an actor). My take at this point is that I would go with Rudy, Thompson as Rs or Clinton as the D. I prefer Rudy's more socially liberal stands, but somehow I think Thompson may end up being the R to beat. Time will tell in the excruciatingly long campaign. JMO.
