Based on my own reaction and the comments over there, we're all on Team "Karen."

Dogs are "crepuscular", meaning most active around sunset and dawn. Barking to connect with each other at those times is perfectly normal.
CONFINED dogs, and ignore dogs will bark far more often -- the more confine, and the more ignored, the more they will bark. Bark, BARK, fucking goddamned BARK !!!
Shitty owners. One of the great joys of my farming years was hearing my free-running pack of five deeply happy dogs -- because they could be DOGS -- howling with the coyotes, just singing "hello cousins !" to each other. When I lived in the Arctic it was the same with the wolves. A few times on the farm the dogs, coyotes, and a sweet den of red foxes all barked and sang with each other. Pure joy all around.
Dogs are not meant to live, confined, in cities and suburbs. We do not recognise it as cruelty, albeit mild, but that's what it is.
Back in the early 1950s, in a small coastal Connecticut town, most of the dogs ran free, and pretty much everyone knew the name of every dog in town. Occasional phone calls -- four digits only -- "Your dog was chasing my chickens, and he got a .410 off rock-salt in the ass. Doubt he'll try it again, but wanted to let you know.."
