Seems like it. Iran's military capabilities have been greatly reduced. Their ability to enrich uranium and build a bomb has been set back indefinitely. A disinterested observer might come to a different conclusion as to who are the scum.

Trump has been trying to get and keep the price of oil down in advance of the midterms. The Iranians know that and have been acting and "negotiating" accordingly. Thus no major American military action while the Iranians screw around with the Strait and get to sell oil to support their military.
What the Iranians also know (and Trump knows the Iranians know) is that when and if Trump is either assured of political victory in November or assured of losing, the party is over for them.
Hence we get this back and forth. Both sides are buying time.
