Was this the one that included a no-insider-trading rule that requires a one week notice to sell stocks, but nothing on buying the stocks? Asking for a friend who thinks such a rule is about as effective as a law against arson that says you can't pour gas on the fire, but starting it is ok.

Presidents become frustrated getting things done domestically and turn towards foreign affairs and adventures. Trolls keep saying that presidents can do two things at once. They can walk and chew gum is the way they put it. I suppose Wilson and FDR were able to use war to get the greater control of the country that they craved, but it hasn't worked out well for subsequent presidents. Johnson, Nixon, Reagan, Bush Jr.
