Chippewa Falls is beautiful WI territory. It's a pain in the ass drive, but worth it. Eau Claire just south, is a crazy liberal college town. Both closer to Minneapolis than Milwaukee or Madison. But there is a regional airport in Eau Claire, and daily flights in and out of O'Hare. I doubt she landed in Milwaukee or Madison and had to drive there.

Plus, this was a really stupid time to engage in such obvious fraud. It's just the primary and the Democrats already had a candidate, Karen Bass, who was going on to the general election. Statistically, there was almost no chance that Pratt could have won the general election because the City of Los Angeles is about 80% Democrat. (And if it seemed like Pratt would have had a shot at winning the general election, that would have been the time to fire up the fraud machine.)

Finally, Nielsen doesn't publicly release more detailed data, but chance are most of the viewers in the 25- 54 year range are a lot closer to 54 than they are to 25. A lot of younger people don't watch the three "used to be major" networks. A lot of them don't even bother to own a TV set, they get their news and entertainment mostly through their phones and tablets.
