The Democrat city council wouldn’t even look up at him. He asked them to at least look at him and they rudely tell him his time is almost up

I love the elegance with which the citizen adapted to the city council's effort to throw him off, to reduce him to nothing. He made the experience into the substance of what he was able to say within the harsh time constraint. He spoke slowly and with dignity and even worked in a George Orwell quote.

The most revealing point was the audible "sigh" from the open mic of the Chair in response to "the state of our Democracy."

I had a different reaction. Was that what he wanted to discuss? No a substantive issue but "People are not paying attention to me"? Or crabbing about how so-and-so got more time?
What is the council supposed to do, drop everything to listen to him with rapt attention? And then there's a problem of 100 people wanting to talk and bring up their personal issues. That's why you get 2 minutes. I don't see how there's a way around that.
The reality is that rando individuals going up to talk the council for 2 minutes aren't going to change anything. Especially when you want to talk about "The state of our Democracy". What the hell is that supposed to mean?
Is that man really wants to change things - as opposed to just "venting" and going on an ego trip - he should organize a group and have an agenda to correct what he sees as a problem.

Me too. Except the net result remains, to the board, he IS nothing. The board is emblematic of today's left. They may be required to let you speak. They'll be damned if anyone can make them hear.
On 2nd thought, if his only plan was to make the Seattle City Council look bad, he accomplished that. But what comes after that? Yeah, he might have been given less time because he's a white man. Or a Crank. And now?

It's indeed a sad day when our Democracy could be best protected by a series of brisk, arbitrary smacks upside the head of some of our leaders, in public, to remind them of whom they report to. Like these ones.

One of the reasons I left elected office was the attitude of politicians toward their constituents. The arrogance and indifference was not something I could abide. Wow. That gave me a pang for Michael, who was a constituent at the time.
Public hearings, BTW, are usually pro forma. Congressional hearings are also for Congressthings to impress themselves.
It would be nice to know what he was originally planning to talk about. But his on-the-fly point was not so much the time limit, but, "If you're only giving me 2 minutes, at least have the decency to listen." More effective than if he had stuck to his original (whatever it was) issue.
By the way the small city I live in is considerably more conservative, but the City Council is just as obnoxious, except they sometimes seem to be in the pockets of real estate developers, businesses, and builders instead of socialist activists.
But last week, plans leaked about their proposed expansion of the city for growth, and the plans would have torpedoed a nice community that's about 20 years old. The citizens organized and attended the meetings en masse, demanded more hearings and disclosures, got their grievances presented in a professional way, and effectively warthogged the torpedoes. And there was much rejoicing.
So citizens can affect the course of city government - when they choose to live in places that govern by consent instead of impose demands.
DEIsm is indeed equitable and inclusive, bipartisan even, but also a principle defining character.
I sat on councils and commissions for 30 years and I always did my best to appear attentive to public speakers. Sincerity is the key. If you can fake that you’ve got it made, as someone once said.

Many folks do not understand the Public Comment period, when allowed, in public meetings. In Texas, likely in most venues, the Open Meetings Act applies.
The head table (Commissioners, Board Members, etc.) when assembled in a quorum may not discuss nor vote on any subject unless on the agenda of a public meeting, published three days in advance.
This gives the public notice to any laws / ordinances their elected officials may be considering. As a consequence, if a citizen broaches a subject not on the published agenda, the head table can only listen but make no comment.

I learned my lesson years ago when the City wanted to do something to a small neighborhood park which violated the terms of the deed under which the original owner donated the land to the City for the park. The City asked the City attorney for a ruling that the deed was not violated (it clearly was). 'You don't want to ask me to do that', she replied. She eventually did and the City proceeded with what they wanted to do. (The back and forth was in emails we were able to obtain from a freedom of information request.)
I spent many, many hours and not a small amount of money on that issue as a member of a neighborhood group trying to stop the City from putting a private business in the park. I learned my lesson.

It's the Seattle City Council. He was probably visited that night and has not been seen or heard from again.

I used to think these types of hearings were useless, until my brother had a real problem that needed addressing. It took him two visits, but he was able to get the neighboring town to close a dirt road that was stranding travelers in the winter.
He was the closest resident, and they would pound on his door in the middle of the night.

The citizen had an an unacceptably wide opinion of his part in the process of government.

Politicians are responsible to the bloc that elects them and the donors that fund them (if they are responsible at all). Opponents and outsiders don't get much of a hearing.
There was an 18th/19th century discussion about whether representatives should vote their conscience or vote as their constituents wished. Now (if not much earlier) we know that politicians vote and act only as their party, its base, and its donors want.
people NEED to Realize, that they EXIST to serve the government,
the elected officials are our MASTERS. We exist to serve THEM.
