I lived in pretty rural England in the mid-'80s, where every phone was rotary. I could never figure out why the emergency number was three nines, which took forever to dial.
Given that, "Rumyantsev" has a Central Asian origin air to it. That is not a bit unusual in Russia of course, and is apparently a feature of the nobility/boyar class. For obvious reasons.
