The Administration arranged for Machado to win the Nobel Prize. Nobody has heard of her before, but she has been an opposition leader in Venezuela for many years. She has been in hiding in fear of her life from Maduro's thugs for over a year. Now, she's instantly famous and admired and if she is murdered, the world will be outraged and a US invasion of Venezuela will be seen as justified.
If she not murdered, the attention brought by the Nobel Prize will lead to increased support for US military intervention in Venezuela to protect Machado and others who oppose Maduro and the installation and eventual election of Machado as President will be widely hailed as a victory for freedom, democracy and human rights. The Nobel and her history as a freedom fighter will allow her to be accepted in her own right and not perceived as a tool of the US.
Among other things, the invasion will result in exposure of Smartmatic as an outfit dedicated to stealing elections in the US and many other countries all over the world. In the end, many countries, including the US, will go back to paper ballots and American democracy will be saved from the evil, globalist cabal.

The Nobel committee does not have a firm date by which their vote must occur, if they felt they needed more they could have waited for the actual signing to take place.
