The first draft had daisies and a mushroom cloud, so we can appreciate Cuomo's restraint.
That was laugh out loud funny! Of course, it was entirely accurate as well. The only "racist" bit I could see was the black pimp with the fedora. He'd be more likely to be central American these days. That was sort like Huggy Bear from Starsky and Hutch in the stereotype, but the stereotypes were varied and diverse. I give it 9/10!

The primary reason not to vote for Cuomo - I mean besides the fact that he murdered 20,000 people - is that he accidentally released this ad.

I had a problem with older white lady being the drunk driver. It should have depicted a Democrat DA, since that seems to be what they do. Bonus points if the cops showed up and the character said “Do you know who I am? You’ll be sorry for arresting me?”

She died from dementia last March, but for years was an advocate of ECT, even writing a book about it. After the first treatment she made a dramatic, if partial recovery, free from depression but still needing maintenance treatments.

The ad was deliberately released- I don't believe it was accidental at all. It pretty accurately predicts the results of what Mamdani has explicitly stated as his policy goals.
Now, as to effectiveness- you have to put yourself in Cuomo voters' shoes. This ad would be a brilliant ad for conservative candidate against Mamdani- it would fire up his voters and could persuade disconnected independents with the consequences of losing, however, most of Cuomo's voters are still Democrats and can't in any manner whatsoever "like" this ad openly. Even worse, by withdrawing it, Cuomo just shows he has no balls at all- it is a beta maneuver.
