Every time I see an article about the astronauts who are "stranded" at the ISS, I know not to bother reading further. They were not stranded.
Imagine you're stationed on an island. There's a boat tied up to the dock the whole time. You are supposed to wait until you're relieved but can leave any time in the event of an emergency. Are you "stranded"? No. Those Starliner astronauts have had the vehicle they'll be using for the return trip that has been docked at the ISS since last September. They've been waiting for the relief crew that just arrived and will be returning to earth in a few days after the handover.
SpaceX could've launched a dedicated Crew Dragon mission to bring them home last year. The question is who would pay for it? A Crew Dragon mission typically costs over $200 million. SpaceX is in the business of making money, so while they could've donated the launch, that wasn't going to happen and may not even be allowed under government acquisition laws.
Re use of the term stranded.
If I were in Topeka Kansas on a work trip, and was told that I had no permission to return home to the West Coast, I would be stranded in Topeka.
Ditto the ISS.
Do you know how much it costs to lift 1 gram to the ISS?

Larry, NASA mandates that an emergency return vehicle remains on station at ISS at all times. That's Crew Dragon 9, the one you mentioned. It has been unavailable for the return trip because of that mandate.
Following today's docking with Crew Dragon 10 they will be able to use Dragon 9 to return while 10 remains docked.
They had no way back until today without abandoning the other astronauts.
So yes, stranded.
As far as a SpaceX launch last year, the question wasn't who would pay, but would it be allowed. It wasn't.

Yes, the Crew 9 vehicle is there in case of an emergency evacuation and to return the astronauts after they’re relieved by the next crew, which just arrived. The Starliner astronauts became members of Crew 9. There were 2 other astronauts who were supposed to fly on Crew 9. They stared behind to make room for the Starliner astronauts. Had an emergency happened, they could have left the ISS at any time. They were not stranded. Their mission changed from flying the Starliner test mission to being members of Crew 9. Saying they were stranded is bullshit.
I have yet to read a detailed description of their overtime pay for this extension of their mission. Hopefully it is in the 7 to 8 figure range.

Sounds like the poor folks who rode the Titanic submersible. After a while their mission was changed from passenger to permanent resident.
I don’t quite understand the word stranded as you do, to me if my flight is canceled and I can’t get home, I get to say I am stranded in another town.
They were stranded. And the decision to strand them was a political one, not an operational one. And $200M for an accelerated mission to bring the astronauts home earlier would have a minor fee.
Surprised no one’s mentioned it was BOEING that stranded them on the ISS when their assigned ride home was determined to be less than flightworthy. Boeing, the company FJB dumped billions into to no avail.
They absolutely were stranded and now they’re not.
