Is Musk even planning to pay? I think he just wants to collect email addresses from voters.
People will not receive the funds until after the election. Any dispute will have to be settled in Texas' Northern District court where Judge Reed O'Connor presides, even though the parties involved are not based in Texas.
This AP story has all the crackle of Confederate money. Why would they pay anyone to sign a petition that has no legal authority at all? I suspect that the AP is intentionally misleading people by referring to the paid people who collect petition signatures as the signers of the petition.

It shows more seriousness to pay in full right away. This just looks like a weaseling out.
Musk is as usual paying for results. People who legitimately accomplish the goals he sets forth will get paid.
This is all pretty standard procedure. A lot of people try to turn in fake emails and addresses in this business.
Of course the Musk haters will try to ignore the fact that their side has been doing this for years and operates the same way.
