This seems like a gambit to make Guantanamo Bay a less objectionable option when compared to El Salvador. But hey, if you are being deported and your own country denies you entry, you need somewhere to go.
This is known as disincentivizing illegal immigration. With the NGO money being cut off at the same time, it's really more of a courtesy message to let individuals know they should re-think their trip.

We felt fairly safe though, because if you were approached by anyone the least bit sketchy-looking, you could just sidle up to one of the shotgun guys. Never had to, as it turned out.
They were busting these tattooed thugs back then; we used to see them in groups of 5-10, shackled in the back of police pickups, being carted off somewhere. Looks like there must be a lot more of those pickups in use now. Unfortunately for them, the stores' shotgun guys probably no longer have jobs.
These countries resist taking back their criminals because they are likely to take over and create a cartel-style environment a la Mexico. This is why Guantanomo kept so many middle-eastern people for so long, despite Obama's outrage and demands for change.
Rubio is right, that is a very generous offer by El Salvador. As the corporate media emphasizes the abominable condition of the prison, a bunch of criminal illegals will self-deport. The worst of them can't be certain their country will welcome them back.

I don't think any US citizens will or should be shipped to El Salvador. The constitutional provision against cruel and unusual punishment would probably prevent it. If conditions like those in El Salvador's prison are illegal here, I'm thinking it would also be illegal to subject a prisoner to those conditions in another country. In light of what we've learned recently, is it not reasonable to ask, how does the federal government have any moral authority to investigate, prosecute or punish anyone for any crime?

That's the whole parlor-trick element of this grift. The government agencies like US A.I.D. funnel money to 'reputable' NGOs with old-money names. The NGOs then disburse the money to other, slightly-less reputable organizations, and so it goes, until money is being shifted, ultimately, to bad actors doing dirty deeds that taxpayers would prefer to decline funding.
There have been some bubble chart flow diagrams out that were created by sharp-eyed people, showing the linked nature of this. I started seeing them in early 2024. It's money laundering, pure and simple, designed to hide the flows, to mask the sources from their receivers, and blur out the real amounts. Organizations give to each other repetitively, back and forth across the coast of time. The Bidens did the same thing with their family 'finances' and foreign countries.
I'm sure there's a way for people smarter than me to map this out plainly, right now it looks like something only a savant could wrap their minds around. I feel it will come out. It's fun to watch it happen, and long overdue.

Saying that there have not been a lot of hardened criminals that have entered the country illegally is a really big lie. It was only a little over a decade ago that both political parties condemned illegal alien criminals (at least in public) and said that they should be deported. Now if you say that criminal illegal aliens should be deported, the Democrats accuse you of being the same type of person who would turn in Anne Frank. (A comparison that I have actually seen on facebook.)
I suspect that some people with American citizenship might be extradited to answer for crimes they comitted outside American jurisdiction. But that would be an extradition, not a deportation. (But the news media will take the ball and run with it and claim that Trump is "deporting American citizens.")
I listened to Joe Rogan's interview with Mike Benz a couple of weeks ago. What he said about USAID, the CIA and the Pentagon was frankly terrifying. I take everything with a grain of salt, and while I was astonished that there are so many agencies engaged in so much stuff at levels which I never even contemplated, I thought that perhaps he was exaggerating the degree to which the activity and dollars were for direct partisan political purposes (as opposed to arguably neutral purposes).
