ChatGPT told me Walt Whitman used the phrase in "Leaves of Grass", specifically in "Out of the Cradle Endlessly Rocking". I could not find it. (ChatGPT might be a liar, liar, pants on fire AI.)

Gemini tells me that while Whitman had similar imagery, he did not use that exact phrase and it was Dylan who first brought it to public attention.

Grok credits Dylan but also says, "there's a mention on X where a user suggests that John F. Kennedy might have popularized the phrase." Some rando on the internet isn't a source. I can't find any usage of it by JFK, the closest hits I get are about bomb shelters.

(I had originally tried just doing a Google search and got nothing but pages and pages of results that only mentioned Dylan, so I thought an AI would do better. Searching for '"Shelter from the storm" -Dylan' in Google shows sites for animal and DV shelters.)

I did find a hymn from the 1800s that uses "A shelter in the time of storm" and I expect there are other similar uses, just none that I can find that use the precise phrase "shelter from the storm".

Here's a question. Where cant you get an abortion in the USA? Answer: Everywhere except 14 states. Alabama, Arkansas, Idaho, Indiana, Kentucky, Louisiana, Mississippi, Missouri, North Dakota, Oklahoma, South Dakota, Tennessee, Texas, and West Virginia.

I'd estimate 85 percent of Americans live in states with legal abortions. And if you do live in the one of those 14 states, you can drive a couple hundred miles or buy an airline ticket and get one.

Seems like that could apply very well to the election cycle just ending, but I guess Bob Dylan lyrics can be applied to almost anything. Maybe every election cycle seems like a time of toil, blood and mud. The part about blackness being a virtue is something one probably shouldn't say now.
