Pennsylvania is much closer to Biden's home in Wilmington. Who needs people (besides those coming across the border)?

You can 'fundamentally transform' a housing complex like Pruitt-Igoe by leveling the thing after it's been basically trashed and abandoned, which will lead to progress in use of the land it was on.
You can 'fundamentally transform' a waterway in California by blasting apart the dams that impede fish flow, at the cost of destroying water supplies that you may need later.
'Fundamental Transformation' - whenever a politician trots that out you'd better grab your wallet and take a long and VERY careful look at what's being proposed - and be real mindful that what's inside the box will not be what's on the cover.
