Last January my wife and I spent a week in Bogota, Columbia. There are many amazing and beautiful street murals in parts of the old city where we stayed. You can google them.

Austin is two cities, the old town, downtown and Austin proper where it strives to be "weird". The phrase keep Austin weird is taken kinda seriously. Then there is the Austin metro area that is literally blowing up. It is now pretty much a solid town from Austin to San Antonio. Nothing in decline about it.

Six of my Austin house builds in East Austin were accomplished within about a mile of that giant Hello Kitty in Tatsuya Ramen restaurant lobby. And I enjoyed eating there, and recommend it highly to any Austin visitors.
As for Austin being a city in decline, the pictures on which you base that are taken in sections of the city undergoing gentrification, with a change from small stores and 900sqft family houses to new restaurants and 2500sqft new houses, with a 1100sqft ADU out back (Additional Dwelling Unit, where an old worn out house is demolished, the lot is split in 2, and two houses are built, each with its own property lines and separate utilities. Gentrification gets more people noticing the places that were in a poor section of town, and if those places look like they are in decline, that is because they are ready for replacement.
Go drive through Baltimore. That is a city in decline. Try to avoid carjackers and gang shootings.
