That is a lie. When you elide you're supposed to indicate you did. If not, you simply lied about what was said. By dropping parts of what he said they changed the meaning because they do not agree with him politically.
How convenient the part they purposefully omitted was "But yeah they have done something that allows the next party, I mean if somebody,", the actual crux of his statement.
Then they falsely apply a period to cut off "mostly they would be out of business. They’d be out. They’d be out of the election."

They've been lying about Trump for 7 years. They misquote him, treat sarcasm, irony, and humor as literal serious statements, and take things out of context. And put the worst interpetation possible on anything he says.

Of course he is using sarcasm, but here is the difference- Trump or any Republican would never be allowed to use the DoJ the way Biden and the people hand-puppeteering him have used the criminal justice system- entire offices of US Attorney's would resign in protest, and any such effort would immediately be shut down by the first judge with a case.
Some commenters here constantly criticize Trump for not "locking up" Hillary Clinton. Here is why he never did it- the DoJ would have resigned en masse had Trump's AG done so, and the case would have been thrown out of every single federal court the moment it landed in their lap. Trump and, more specifically, his AG realized this right from the start and weren't willing to fight a losing battle.
Indicting your political opponent is made a lot easier when he, like Trump, is a criminal who runs around criming all the time.
