I used to go out to the (uncontrolled) airport early in the morning and fly tight low takeoff and landing (touch and go) patterns over the trees. You could do 20 landings in an hour instead of five, and the air was windless and smooth. Right hand pattern to avoid distant houses to the left. Land right out of the turn to final.
Smooth and windless is likely to be an attraction to the paddleboard too.
I can't tell what the 'boarder is wearing but it seems to be at least a good thick neoprene wetsuit with hood, and maybe even a drysuit. Because if the water is low 40's you go hypothermic upon entry and are (metaphorically) cooked in minutes.

I'm a Floridian. To me paddle boarding in 43 degree weather is nuts unless there is a very good reason to do so. Still, to each his own.
