Does the January 6th committee plan merely to impeach Trump for a third time? Because that's the only setting in which "we" can mean whatever the House majority wants it to mean. In any criminal prosecution, it would seem close to impossible to persuade a jury that, beyond a reasonable doubt, the use of "we" in a political speech can only refer to some conspiratorial group engaged in illegal activity.
