ADDED: I can see by the first few comments that I need to make my point more obvious. I'm saying "Andrew M. Cuomo is leveraging cancel culture" because Andrew Cuomo paints himself as the victim of the cancel culture. He's ready for the pushback that will in one way or another insist that he should have stayed canceled. The quote in the post title is the response he's crafted. He must think it's clever and powerful rhetoric... or, at least, the best he can do under his constrained circumstances.

I don't know that he's "leveraging" cancel culture. Trying to co-opt its language, sure. (At the risk of crossing the streams, I'll compare this effort to Putin's attempt to co-opt the language of the western Left - racism, de-nazification - to cover his aggression toward Ukraine.)

Cuomo is a scumbag, but his removal left us NYers worse off with fully owned Hochul who besides extending the worst of Cuomo’s covid policies pursues via executive order even more horrifyingly broad powers to detain and sanction people in the name of public health. So yeah, Cuomo is a scumbag, but relatively speaking he was our scumbag and he was taken out by darker forces than what he represents.
He's not wrong though I suspect he (and the people he's trying to convince) would have a different definition how those things should be canceled than some of us.
