She's being sarcastic, right? 

Clearly, X will happen once Y happens. If Y rather than X is the unlikely thing, then she's undercutting confidence in X. X is no more likely than Y.

Poor Nancy Pelosi. The obvious way forward is to sit down with enough moderate Republicans to craft a bill that will pass without the defecting Progressives * in her caucus. But she doesn’t know how to do that!!!

The bill already passed the Senate. So it is an up or down vote on the bill as is. If Pelosi amends it to get more Republicans, the bill needs to go back to the Senate for another vote and likely be defeated there.

The messaging is clear.
Pass the massive bill that has no support first, through reconciliation. Then if the actual infrastructure bill fails to get the 60 senate votes, dems will blame the Republicans. But the socialist get their wish list.
They have already told us how they are going to do it. Just shrink the years to sunset. From 10 years to 5 years. That drops the price from $3.5B, to B1.5B. Then make Republicans take away the welfare checks from the middle class earning $150K per year, by not renewing the sun setting legislation

The problem -- now that Pelosi has broken her promise for a vote on the "infrastructure bill" earlier this week, and both Pelosi and Biden are now linking the infrastructure bill with reconciliation bill when the moderates were promised there would be no linkage -- is whether the punked moderates will go along with being the bitches that the leadership tries to make them be.

The moderates need to be clear -- Pelosi and Biden broke their word. Now the entire franchise is dead.

@Bender, I’m aware of that, but what makes you think a bill modified to be less palatable to liberal extremists but more palatable to moderate Republicans would be”likely” to be defeated on a re-vote in the Senate?

The Senate is in no mood for the House's games. If the House screws around with the infrastructure bill it already passed after very careful and considered negotiations, they will reject the House version.

For what it's worth I've read that Nancy has now moved the deadline for voting on the infrastructure bill to October 31st. Which doesn't do much for Biden's "hero's welcome" credentials.

But I say that the new October 31st deadline is a good thing. That will allow Nancy and Company to work on the turkey of a "Build Back Better Act"--and maybe either pass it or kill it around Thanksgiving time. My bet is that it goes in the oven and disappears.
