I think partly that the answer is that not all exposures are the same. Maybe half of the NYC deaths can possibly be attributed to DeBlazio’s people forcing assisted living facilities, filled with people with significant comorbidities, to accept people known to be contagious with the virus. The staff at these facilities were low paid, low skilled, and overworked. These facilities did not have statistically representative populations, but, instead, were filled with 70, 80, and even 90 year olds. Many had other comorbidities too, such as breathing issues or weak hearts. Overworked and under skilled staff meant that proper sanitary procedures were likely often skipped.
