From "The F-Word Is Going the Way of Hell/In today’s world, slurs are the real profanity, not the use of an 'F-bomb' to describe a mass shooting":
Why, then, would clean-scrubbed former Representative Beto O’Rourke pop off with the likes of “What the fuck?” in response to an annoying question from a reporter after the shooting in El Paso? Or, after the shooting in Odessa, “We don’t yet know what the motivation is … but we do know this is fucked up."
It strikes me as particularly shallow to use the word in that context. But the correct answer to McWhorter's question is that Beto is desperate at this point. He's got to do something. That is emphatically not what McWhorter says:
O’Rourke’s “F-bomb,” then, was less a matter of swearing than his seeking a note of sincerity. The F-word these days may not be truly profane to many of us, but it remains potent, a way of indicating genuine feeling. That is a common note from O’Rourke, paralleled by his display of his Spanish-speaking skills during the first Democratic debate in June. Related to this sincerity is that his F-bomb was downright articulate: “We don’t yet know what the motivation is … but we do know this is fucked up.” The word untenable would have sounded too formal; problematic too weak; troubling too uncommitted; egregious too Mr. Mooney. “Fucked up,” combining pungency with a streak of impatient dismissiveness, conveys exactly the sentiment O’Rourke intended, as well as precisely the one his supporters share.
Sincerity! I'd've never thought of that.

ADDED: This made me wonder if Trump uses "fuck" in his public speech. I found "The Profanity President: Trump’s Four-Letter Vocabulary" from last May in the NYT.
In a single speech on Friday alone, he managed to throw out a “hell,” an “ass” and a couple of “bullshits” for good measure. In the course of just one rally in Panama City Beach, Fla., earlier this month, he tossed out 10 “hells,” three “damns” and a “crap.” The audiences did not seem to mind. They cheered and whooped and applauded....

“No one has debased the civil discourse in this country more than President Trump, and the president really does set the tone in the country,” said Representative Adam B. Schiff, Democrat of California. “We see it reflected in our offices by the hateful, belligerent, obscene and violent calls that we get now that we didn’t used to get.”...
Schiff has a personal beef: Trump called him "little Adam Schitt."
[Trump] has either coarsened the public discourse or reflected it, or perhaps both, depending on your view of him, but he is not alone....

During a campaign event in 2000, George W. Bush was heard over a live microphone talking with his running mate, Dick Cheney, calling a Times reporter he did not particularly like a “major-league asshole.” In 2004, as vice president, Mr. Cheney told a senator on the Senate floor to “go fuck yourself.” His successor, Joseph R. Biden Jr., was overheard in 2010 using a variation of that profanity to tell Barack Obama what a big deal passage of health care legislation was.
Interesting that the Times saw fit to print Cheney's "go fuck yourself" and not Joe Biden's "This is a big fucking deal."

Neither Cheney nor Biden were making a public remark. Here's Biden:

The Times article doesn't have any examples of Trump publicly using the word "fuck."

The problem with slurs as profanity is that profanity provides an outlet for intense emotions that you are at bottom allowed to say. If you get really angry and you use a slur.... That could follow your for life now that we all have a “permanent record."

Does Trump swear? This gets to the crux of the matter. Trump can wind people up, offend them without swearing. Beto got nothin’. Except swearing. So they/thems wants to downplay the swearing as a normal part of civil discourse. Still doesn’t make up for his lack of expressiveness.

Reminds me of the movie Roxanne with Steve Martin; the scene where someone attempts to crudely makes fun of his great conk. Martins character retorts how weak the insult is and goes on to recite (if I recall) 20 superior Insults.

There are people that are quite foul-mouthed in private - swear like a sailor; the former CFO of the biggish company I work for is an example. He regularly used all of Carlin's seven dirty words and it didn't matter whether he was happy or angry. When in front of the public, either with customers and prospects or a public forum such as an earnings call, he was polite, articulate, and, to my knowledge, never swore.

And I know people do, but I consider a person who can't moderate their language according to audience to be a person of lower intelligence. Some of it is a sign of the times, but some is a sign of maturity, or lack thereof. A half century ago, I was in college. When I graduated, I was using it about that much. It took several years to get the F word mostly out of my vocabulary. It was probably my first white collar job, as an accountant for Denver, but maybe a couple years later as a programmer for Census. Before that, it had been like your SIL. I think it was being around men ranging from my age up to retirement age. It wasn’t that conscious either. Just one day, I realized that I wasn’t using it anymore in conversations.

I remember seeing an old show where a bunch of comedians were roasting someone, maybe Shatner. And all these comedians were giving profanity filled raunchy dialog and it just wasn't all that funny. Bob Saget was particularly filthy, and he was followed by Betty White. Betty White used exactly one curse word, perfectly timed, making her routine incredibly funny and perfect.

You can be funny and interesting without cursing! What Seinfied says about his acts: Keeping his act sex- and swear-free, the way he sees it, is part of this athletic challenge, since it denies him the easiest laughs: "A person who can defend themselves with a gun is just not very interesting. But a person who defends themselves through aikido or tai chi? Very interesting."

The point is, I rarely swear. I know all the words and such, but mom and dad told us swearing was one of the markers for low intelligence. So rarely do I join in....unless I need to fit in.

I've just been watching the Dave Chappelle special. He has admitted that in a way he lacks street cred--he grew up in Silver Springs, MD. Many of us Canadians are following tennis star Bianca Andreescu. She will face Serena Williams in the final of the U.S. Open today; they faced each other recently in the final in Toronto, but Serena had to withdraw because of muscle spasms. As soon as she heard what was happening, Bianca ran over, offered a hug (which was accepted) and talked in a kind of stream: I've followed your whole career, you are a legend to me, etc. Heart to heart, but no doubt with the knowledge that the mic was on. As I understand it, in England the word cunt is much less of an obscenity. It is used in the way we use prick or dick. England's use of the word is starting to bleed over to this country. We're starting to use cunt interchangeably with prick. I would think that cunt is a more passive kind of fucked up person than prick, but obscenity users are not into nuance. Profanity, vulgarity, and obscenity are not all the same thing. Profanity has to do with profaning something holy. Such as, using Gods name in vain or inappropriately referring to hell or damnation. Vulgarity relates to using the language of low class, common, or criminal people--like saying shit and fuck, instead of feces and coitus. Obscenity relates to anything that most people consider disgusting or abhorrent. At one time that was sex and body functions, but not so much anymore. ISIS beheadings and snuff videos would probably count today as obscenities.
