"It’s $500 billion dollars — $200 to $500 billion dollars — payment of a debt that is owed. That is what reparations is."

"We need some deep truth-telling when it comes. We don’t need another commission to look at evidence, I appreciate what Congressman O’Rourke has said. It is time for us to simply realize that this country will not heal. All that a country is is a collection of people. People heal when there is some deep truth-telling. We need to recognize when it comes to the economic gap between blacks and whites in America. It does come from a great injustice that has never been dealt with. That great injustice has had to deal with the fact that there were 250 years of slavery followed by another 100 years of domestic terrorism. What makes me qualified to say $200 to $500 billion dollars? I’ll tell you what makes me qualified. If you did the math of the 40 acres and a mule given that there were four to five million slaves at the end of the Civil War and they were all promised 40 acres and a mule for every family of four. If you did the math today it would be trillions of dollars. And I believe anything less than $100 billion dollars is an insult and I believe that $200 to $500 billion is politically feasible today because so many Americans realize there is an injustice that continues to form a toxicity underneath the surface and an emotional turbulence that only reparations will heal."

Scott writes:
Reparations has not polled particularly well with the American public, but the topic has seen renewed focus this year as many presidential candidates have been asked to address it and the House held a hearing on it earlier this summer.
From the comments over there: "Reparations is the dumbest idea democrats have ever had. If you want to motivate republicans try this bs." I guess that means it's a "dumb" idea because it's politically dangerous for Democrats. It's not a dumb idea in terms of moral reasoning. It has some practical and legal problems. And it might be a smart idea politically if your goal is to impede the progress of excessively left-wing candidates.

Anyway, I give Williamson high marks for rhetoric and delivery. She's on fire.

I agree with most that reparations are a terrible idea. I could, very reluctantly, support such an idea so long as it is constituted as a Constitutional Amendment, to be known as the "Paid in Full Amendment." Meaning that upon ratification is shall be unconstitutional to use race for any purpose in employment, apportionment, school admission, promotion, etc. In other words, that the law shall be truly colorblind, and let the results be what they are.

There is a way to make reparations to Black Americans. But it's not by dumping cash over to everyone in a one-time payment. Beside, where is that money going to come from? Me? You? Joe Biden? This is simply another government waste program in the waiting.

There is a way to change the lives of Black Americans. And it starts with changing how we treat our cities and most especially- the schools. Williamson is proposing to pay a fraction of what she herself calculates is owed. That can work only if there’s an enforceable promise by the debtees to cancel the remainder of the acknowledged debt and foreswear any claim to it. In this situation, there is nobody to make such a promise and no way to stop renewed claims. Go big or go home.

Your family name wasn't Williamson; it was Vishnevetsky. I don't think you had anything to do with chattel slavery, either. Like a lot of Americans, neither did I nor my ancestors. So, I'll opt out of the reparations gambit. You can make voluntary payments without dragging the rest of us into it.

Then, we need to subtract the payments already made--the cost of the Civil War to the states in the Union (including compound interest), plus the trillions sunk into the Great Society programs aimed at helping black people, plus the heuristic cost of affirmative action on white people and Asians.

I think if we work at the math, we can get black people owing the rest of us.

Non-blacks have a claim on part of the reparations checks. Non-blacks need to get a refund for all the disproportionate misery and money wasted by blacks.

Refund the amount of the great society trillions that went disproportionately to blacks. Subtract the costs the disproportionate black prison population. Restitution caused by the disproportionate black violent crime.

Advocating for reparations is no mere cynical ploy to capture black votes, or whatever it is in Williamson's case (an attempt to stand out?). Even if you believe in the moral justice of reparations, the political reality is that will hasten the process of white people viewing themselves as an interest group, with collective interests that need protection from the government (and other groups favored by the government). It's next level identity politics, taken to its most extreme form: take money from one group based on skin color, and distribute it to another group of a different color. Not only is that how you get more Trump, it's how you get the "white awakening" you keep ascribing to Trump.

Is it an accent or a relatively mild speech impediment? Sounds almost like a New Yorker when she drops her Rs, but I can't place her vowel sounds, and bio says she's from Texas. Unusual sound. I wish her the best and I love to see the politicians disrupted because they're to a man and woman unworthy of our attention let alone the presidency, but this issue is going to tear the country apart.

You don't want the world's Jews going through Europe and claiming reparations for every time their ancestors were chased from their homes. They would literally take everything Europe has. You don't want everyone from the North claiming reparations because their great-great-great was killed fighting the South, and hence the South and by extension the whole US owes them for a human life. Etc.
I feel zero guilt for black slavery in the US. I wasn't a slave owner. My ancestors were not slave owners. And if they had been, I still should not feel any guilt.
I do feel responsibility for helping their descendants.
Glenn Loury has made this point many times. Reparations does not heal wounds. It reopens them. The way to do this is the way people who care about each other behave, not the way enemies behave. "We know that black people are disadvantaged in this country, along with many others. Some of that is because of what people in this country did to them. In any case, it's unacceptable. We are going to work together today, using our mutual resources, to make sure that everyone has a fair chance to better their situation. We aren't going to leave people in bad situations, because we love them."

All that would happen is that the next mayor would write a new children's book and pretend to sell 50 billion copies.

As long as we are passing out Reparations, I wonder if we might also obey the law and respect the Takings Clause in the Constitution too and repay the owners of the property they had seized without compensation. That was the point of the 13th Amendment really too - to step around that little issue that was at the crux of the Slavery debate - the value of the slaves far exceeded the ability of the Federal Government to buy them up and set them free (like the UK did in their manumiting order).

Of course we could go back to the source of those slaves in Africa too and demand that the descendants of those that captured, enslaved, transported to ports, and sold the 15 million and change of their neighbors to the Atlantic and Arab Slave trades pony up their gains. But alas, I think all that wealth was hidden in Wakanda or something.

Is there something wrong with my math? $500 billion paid to 330 million people in the US who are descended from Africans means a one time payment of about $1500 per person. So we supporters of reparations wouldn't get very much from WIlliamson/O'rourke proposal, and we'd lose all the fun of haranguing people on the subject. Williamson is the most "Trump" of the Democratic candidates. The question is whether the DNC still has control of their nomination process after the minimization of superdelegates after the Bernie hijacking in 2016.

The veterans, their widows, and orphans long ago received their due from the government. Union veterans in the late 19th and early 20th century received millions in pensions for their service in the war. The system began initially for disabled veterans but expanded over time to include more and more veterans until it included them all. It was also color-blind; US Colored Troops also received the same pensions for their service, there was nothing in the pension application or process that discriminated on the basis of race.

The last widow to receive a federal Civil War pension died in 2008 and the last dependents have died since then, maybe around 2012 or 2013. Pensions were paid for by very high tariffs on imported goods. The government even built a big, beautiful building in Washington, DC, for the administration of the pension program. Today it has been restored and is the National Building Museum. It is considered one of the most beautiful buildings the city.

I really don't know how to solve the black dysfunction in America. It seems to me that you would have to pick up each individual black family, insofar as family units exist, and transport them to be individually isolated in all white communities sans any connection to their pasts, and there try to help them make a go of it. It seems that connections or networks of Americans blacks established in the inner cities are dysfunctional rather than functional.

And, of course, that means that they are no longer free, because you have picked them up, and placed them, they did not go themselves. Basically the problem is a wicked one, as n.n. likes to say.

2/3 of the American population today had no ancestors here at the time of the Civil War. Of the remaining 1/3, none alive today have been slave owners and none have been enslaved. I had no idea that guilt for anything, whether a moral or criminal act, was heritable. We even have in our Constitution that for the act of treason that no law shall "work corruption of blood." Some state Constitutions has this restriction for any crime; Tennessee's does. I don't see how it is moral for the current generation of Americans to have to pay a specific segment of the population for something than ended over 150 years ago, and which has subsequently been reinforced over the last 50 years with may laws - the Civil Rights Act, the Voting Rights Act - and government programs to right the past wrongs.

I agree with most that reparations are a terrible idea. I could, very reluctantly, support such an idea so long as it is constituted as a Constitutional Amendment, to be known as the "Paid in Full Amendment." Meaning that upon ratification is shall be unconstitutional to use race for any purpose in employment, apportionment, school admission, promotion, etc. In other words, that the law shall be truly colorblind, and let the results be what they are.

It's a nice sentiment but unenforceable. Equal treatment is already required by the constitution yet our robed rulers decided the constitution includes an implicit clause "unless we think otherwise".

So a 0.5 to 1.5 Trillion range is reasonable. Then you need to figure in the payment plan mortgage cost if Uncle Sam puts it on VISA.

It's important because our ancestors placed the full faith and credit of the U.S. Constitution on this issue. The Senate has to have a tectonic shift to actualize the dollar dream. It's what I would call a "The Wall" issue for the Dems.

Then you should have no problem paying my mortgage by sending checks to the every other name in the phone book. I know you didn't have anything to do with the debt, and neither did those
people in the phone book, and the loan was paid off long ago, but still, you are going to do it anyway. Yep, nothing immoral about that.

The White Privilege advantage is calculated by compound interest appreciation of 40-acres and a mule from 1865 to 1964, as was I thinks rhh was implicating in his previous.

I estimate "white Privilege" as the fact that most slaves were the losers in tribal warfare. Maybe the IQ differences between American blacks and the Ibo tribe of Nigeria, for example, could be counted as "White Privilege" effects. Whites did not go ashore in Africa to catch slaves. They were delivered by the winning tribes. In east Africa, the Arabs may have done their own catching, as they do right up to the present day.

As I've wrtten before on this blog, my born-in-Ireland great grandfather and great uncles (on both sides of my mother's Irish family) all fought for the Union in the Civil War: two were KIA, two were severally WIA and functionally disabled, and one died of diptheria. My family has paid enough.

On the other hand, my Irish great-grandfather collected great-grandfather's Union Army pension (he died comparatively young, from complications of his wounds)right up until she died in 1947 at age 98.

She received $10 per month.
