Surely his media people have video cameras aplenty. Was the choice of a smartphone an attempt to be relatable? Casual? Millennial? Or was it tossed off (no pun intended) on the spur of the moment, perhaps with Doctor of Education Jill Biden holding the phone? BTW, to me he seemed old and a bit frail in the video.
