Their exchange rate is decided by the govt., not by the market. Right now their monetary base is their real estate values. So their real estate is not allowed to fall. How to do that? Home owners are not allowed to resell their homes at a loss, keeping the last sales price as the home value. Developers are not allowed to discount the homes that are not sold. But they can make under the table deals, such as a huge kickback to the home buyer to lower the real sales price.
