I actually saw a woman have her bike stolen from her in China. She was riding along and a small child darted out in front of her and of course she knocked the child over. The child's parents came running over. The young lady got off her bike to help the child. The father accosted her. And while the young lady was seeing to the child the father hopped on her bike and then got the mother and child on the bike, and rode off. The young lady, now distraught, chased after them all the way down the road.
China is a country that has almost no legal system... or it has a nascent legal system. Tort law doesn't really exist in practice, but only in their legal code. Historically, thanks to Confucianism there wasn't a legal system, and the Communist system, before recently, was predicated on street level communists sorting their neighbors' problems out.

I put a GPS on a bike a few years ago to see what errands added up to, and also what happened when the trip mileage went over 9999 miles.
It wound up 8,000 miles a year errands, and the trip mileage went to 0000 after 9999.
No such information can be obtained from communal bikes.

Oh, Virgil! That does my old heart good! When I think of all the bikes I have had stolen.... Seems a bit risky, though. What if somebody really large and dangerous steals the bike? Are you going to take him on with just a pie? And what if the thief decides to ride off in the other direction? I think the cable traps are a better idea. It's already happening in my neighborhood in Oakland. Kids use stolen credit cards to rent Zipcars and then go mug people with the Zipcars to obtain more stolen credit cards.
