It seems the picture actually is of then-Prince Faisal at the UN in 1949 - and Carlos Romulo was the President of the General Assembly at the time. So it is likely authentic and not manipulated.
My first reaction was how could something like this happen? Then I remembered from my law review days that we would occasionally slip a joke into an article when it was in production. But—as far as I know—we always got it out before it went to publication.
