It doesn't quite pass the smell test. The only way he could stop two rescuers is if they stayed together so he could reach them both or if he was close enough to his daughter to block them from all angles. Neither is plausible. Besides, if the father was so worried about strange men rescuing his daughter, why didn't he rescue his daughter?

I heard it from a friend! It must be true. Definitely was the topic of discussion in the locker room. I don't recall the arrested father's name, no.
You can't on one thread acknowledge how different their culture is than ours and then in the next fail to understand why they didn't behave like we do. I haven't read into this story since I first saw it last, but...
The father may not know how to swim- it would not be uncommon.
If they're even Emirati, the "rescue squad" are likely of low- or middle-birth from one of the five "other" (i.e., not Dubai or Abu Dhabi, who have all the money) Emirates; it's entirely possible that they're actually immigrants (UAE, like the rest of the GCC, import a lot of their workers). If the father were of high-middle social status or better, it's entirely possible that they would have been too scared to disobey him. Even if he were not, they might very well have thought he was given the location where this occurred.
The story I read indicated that he physically prevented them from rescuing her and that he was a "big man." This may have been a story the rescue guys later told to cover for their failure to save her. Or he may have punched out one and then restrained the second. I don't know. I wasn't there.

The incident, if it happened, was from 1996. The officer recounting the story said that the father was prosecuted and sued. I’d be curious whether any of the journalists reporting on this story have tried to verify the public records from that time and if so whether they found anything to corroborate it. Or is this another case of “too good to verify”?
I spent my teenaged summers (fifty years ago!) as a lifeguard and pulled out a number of kids who were in trouble. No one who's drowning wastes their breath calling for help. That's why lifeguards have to ignore the flirting girls and keep their eyes moving. So I agree with john and lgv as far as my experience goes.
Except! I only guarded at pools, never on an ocean beach. Would someone caught in a rip current call for help? They aren't drowning (yet!), merely (!) being pulled rapidly out to sea. Can someone who has been a lifeguard at a beach with rip currents weigh in here?

I was never a lifeguard, but I surfed the waters of Huntington Beach from a very young age and have been caught in riptides before. If you're caught above water, you'll certainly be able to keep your head above water and shout for help, sure. But we were always taught to not panic, just hang on to your board and then to start paddling horizontally (i.e., parellel to the shore).
Dubai is not known for their surf, though, and I always associated riptides with strong tidal water (may or may not be true, just how I always associated it).
This could just as easily be a story made up by some Emirati who wants to mock the backwardness of whatever culture the father was supposed to be. But my point is that nothing in it seems entirely implausible to me.
Good to know that the person who occupies the office of US president supports, at every turn, the ideology that is the source for this sort of thinking.

Yeah, I don't know, because I can't really remember much from when I was not a trained swimmer or surfer- in HB, you started learning to swim before you could really even walk, and you surfed before your training wheels came off the bike.
It may just be that we're reading the "drowning and screaming for help" a bit too literally. Perhaps she swam out further than she should have, got tired and on her way back, realized that she wasn't going to make it and started screaming that she was drowning. That would be consistent with "drowning and screaming for help," while at the moment she was screaming she wasn't literally "drowning." Most people usually don't speak all that literally.
Priorities.
Don't they watch "Baywatch" in the Mideast?
Another red flag: would a father of such strong religious convictions take his daughter to a beach where there were men, or even allow her to wear a bathing suit, however modest.

That one I actually can explain- in my experience in Dubai, it's quite common to see women wearing traditional garb on the beach. Seeing them swimming in that stuff, while less common, is not at all a rare sight. If you Google "abaya at the beach," "niqab at the beach," or "hijab at the beach," and go Image search, you're gonna see lots of ridiculous examples.

It at least, if the lifeguards are low status low cost quasi-slaves, and if you value your swimmers' lives, why not, for this one task, hire high status (and hopefully skilled) white Americans, some males some females, for exactly this reason? Have rescuers whom no one can resent.

Twice on raids in Iraq we did call-outs and women left children inside the houses. We initiated with loud things after surrounding the place and called everyone out. On most call-outs everyone came out. There were two separate times when we asked the women if everyone was out because we are sending the dogs in. They lied and said yes. The dog triggered and both kids were pulled out of beds but not too seriously hurt.

In the Crusades, many Christians were known not to bathe all that frequently. So that we can surmise that none of them would have rescued a drowning woman in water. And we all know Christians then are exactly the same as Christians now. And Christian western culture is no better than any other.
So it's all the same. We must not draw any conclusions about muslims, muslim countries or there "modern" culture.

They sacrifice their kids for propaganda. Just like hamas putting their missiles in schools. They would spread it in the mosques. There was one Intel report about them saying we were sending dogs after kids. They would also brag about how many of us they killed.
Those women were pickers though compared to the guy that circled all his kids around the front door and ran out the back. That led to the general prohibition on flashbangs for us. Funny how police in this country with far less training are still using them.
