There was a similar phenomenon during the Mumbai attacks when Indian police forces immediately abandoned their posts and ran from the terrorists. I'm all for legitimate and valid criticism of our police forces, but you do really learn to appreciate what we have been able to achieve in regards to law enforcement when you spend any significant amount of time in a country with incompetent police forces or worse.

The police generally reflect the general will of the people.
They exist on sufferance after all, and they know it.
It takes a truly disciplined and ruthless totalitarian regime to completely cow the people. Bangladesh isn't it.
If these acts were truly shocking to the population the police would have acted.

"devalue the dollar"? Do you not know that the dollar has not had an official value since 1971? There's no such thing as "devaluation" with a floating currency like the dollar.
Ignorance of basic facts like this should make you wonder about just how accurate the sources of your information are about other things they say.
Here in the Philippines, the cops are just assumed to be crooked. So every shop has a security guard, and many politicians have a lot of them.
The US kerfuffle about cops killing "innocent" known felons seems a bit hyperbolic, since when I lived there, you could trust most of them to do their job. That is not true in the third world, alas.
That said, could I defend the guys?
I suspect the cops looked the other way because they were either bribed to do so, or because they were threatened. Yes, they have guns, but few are well trained to stop an onslaught of aggressive jihadis that outnumber them...if they dare to oppose these organized religious thugs, I suspect the thugs will get back at them by attacking their families if they dare interfere.
