I thought part Shiba Inu as well. My daughter has a pure bred Shiba Inu named Mochi who looks very similar, but I would say the Chow part is the head size because Mochi has a narrower fox shaped head. Same eyes and gaze though. Not to bite you, but more like she's thinking, "do you deserve my affections or not?"

His name is Crawford and his owner told me he is half Chow and half Shiba Inu. Which half is which - I didn't ask.
