Well, I don't know whether Scots counts as "English," but I have all of Haydn's Scottish folksong settings, as well as some of Beethoven's and Weber's, and there are some "O"s in there. Haydn's "O can ye sew cushions?" is probably the best-known one. Some of the others really are in Scots, though. The person who did the annotations for the Haydn really went to town footnoting all the unfamiliar (to non-Scots, anyway) vocabulary in the texts, many but not all of which are by Burns.
Then there's the English folksong "O waly, waly," (otherwise known by its first line, "The water is wide"). I have a couple of simple arrangements of that very touching song, and then Britten's rather more troubled one.
I would throw in Mac-Antoine Cherpentier's magnificent "O" antiphons for Advent, but they're in Latin, so no go.
