Do they have contracts with the place(s) of employment where their members work, contracts with mutual obligations between the employer and the employed? If so, they're unions; if not, they're not.
They may act to help advocate for better working conditions and compensation for their members, but if they don't have a contract with the employer which stipulates the contractual obligations of pay, compensation, disciplinary procedures, job duties, etc., and designating them as representation for the employees in employer/employee disputes, they're not unions.
North Carolina has a statutory ban on collective bargaining for public sector employees. Reversing this ban has been, and continues to be, a top legislative priority of public employees (SEANC) and teachers (NCAE).
