I thought the rumour was DOJ not IRS, though. Is IRS declination necessarily indicative of DOJ not prosecuting? In other cases where DOJ splits enforcement responsibility with another agency (e.g. FEC for election law), DOJ doesn't consider itself bound by determinations of legality/illegality reached by the other agency. Coordination between IRS and DOJ seems to be very close (based on their public statements), but I don't know that much about enforcement of the tax laws -- if IRS criminal division decides there is no issue, does that automatically mean DOJ will decline to prosecute?

Actually from what I've read about Haley and her erratic on the job training as governor, SC conservatives will probably be her undoing!
