Politicians spend every penny they have, at a minimum. The surpluses of the 1990s, inasmuch as they existed at all (the national debt grew every year, after all) existed only because revenue grew faster than expected. In short, Congress WOULD have spent the money if they'd known it was going to be there.
I happened to be having dinner where the Spanish language news Univision was on and it described Obama's plan to reduce the debt as cutting benefits for the rich.
No joke.. I've translated the lead into the segment.

Let's see ... allegedly SSA is broke, or soon to be broke, so let's cut the revenue a bit, eh? Nothing beats giving suckahs "gifts" paid for with their own money. Amids congressional discussions about the federal budget, President Obama launched a proposal to accomplish an enormous cut in the fiscal deficit. Basically his idea concentrates in giving less benefits to the rich. But immediately the republicans found an explanation to say to him that it is not possible to touch those with the most money.
