Here's the thing. Madison is already connected to the entire Amtrak system. Milwaulkee has an Intermodal Station that serves Amtrak and the intercity bus services. So all you have to do is buy a $24 Greyhound ticket, then walk over to the other side of the station in Milwaukee and hop on your train.
So there's really no unmet transportation requirement that the train will meet. It's part liberal vanity project, part contractor self-licking ice cream cone.
And of course you have no intention of riding it anyway, we all know that. You want other people to ride the train and get off the roads so that you and your smog-belching Beemer can have more room on the highway.
