Apropos of nothing --

When State and local governments raise revenue from people they use devices (sales tax, sin taxes, lotteries, property taxes, vehicle registration, etc.) that are regressive or income neutral;and sometimes use progrssive income taxes.

On the other hand, when the federal governmnet raises revenue from people, it relies almost exclusively on a progressive income tax.

That means that when there is an economic downturn of national scope, only the federal government is positioned to address it, and the only way it can provide tax relief is to cut the most progressive part of the overall tax structure, tending to make the whole tax burden more regressive.

If the federal government could effectively subsidize state & local government cuts in the more regressive parts of the tax structure, then providing tax relief to folks with lower incomes during hard times would be a lot more efficient.

But it's not clear to me how this could be done on a sustained (as opposed to one-off) basis without the states and localities gaming the system.

Anybody got any good ideas?

Randy Travis Pumpkin Head guy made it through even though he sucked in the single sing off after the group session.

He joined a group with the real young Baby Huey kid in it. The evil Midget Mexican Muchacho with the stupid glasses then proceed to throw the little kid out of the group and he had to wander around looking for someone to take him for charity. You know like Garage commenting here.

Well surprise the Baby Huey did ok in his new group but they made a big thing out of it. Randy Travis Pumpkin Head then showed you he is going to go far. He started to cry like he was the Speaker of the House about how he was wrong not to speak up for the kid especially when he found out it would be popular. He might be country but he sure is shrewd.

My new favorite is the Luther Vandross Chocolate Pudding Big Black Gay Guy who sang the crap out of "God Bless the Child." This kid has some pipes.

Not many hot babes though. Or at least they are way too young.

I can't say I'm happy about that. Going National means all sorts of attention-seeking publicity whores will descend on Madison. That's great for the local economy -- it's like a Badger Football game weekend -- but I don't like things being perpetually ratcheted up, conflict-avoider that I am.

Oh well. I can't get to the Square tomorrow anyway to see things. I'm hopeful that the teachers will still be there -- if they can miss 3 days of classes, they can be there on Saturday. (The school board has apparently filed an injunction)

There were tons of media vans lining the square today, and on the walk back home, there was a helicopter - filming I guess. It can't have been fun up there, the wind was absolutely howling.

That staggering figure was revealed last night at a meeting of the MPS School Board.

The average salary for an MPS teacher is $56,500. When fringe benefits are factored in, the annual compensation will be $100,005 in 2011.

Four out of five faculty members at Milwaukee Area Technical College earned at least $80,000 in 2007, a Journal Sentinel database analysis shows.

Almost 40% earned more than $100,000 in total pay, including a cosmetology instructor who teaches manicuring, and another instructor who teaches reading and writing for high school equivalency diplomas.

The average total pay was just over $95,000 for full-time instructors, including pay for administrative duties and for teaching courses beyond the nine-month contract requirement, according to MATC payroll data from 2007, the most recent complete summary the Journal Sentinel has obtained. The newspaper has requested but has not yet received complete 2009 payroll data.

The 10 highest-paid MATC faculty members earned at least $134,360 in 2007. Cosmetology instructor Linda Zizzo earned $134,829 and Westmore Holmes, who teaches classes for high school equivalency diplomas, earned $136,325. Top earner Mitchell A. Schuttke, a tool-and-die-making instructor, made $147,379.

I heard (and am trying to verify) that as of last year San Diego had more retired teachers than working ones. With an average retirement package of 58% of ending salary, that's a lot of future entitlement.

I'm prepared to be very underwhelmed by the Tea Party rally now that the temp has dropped and there's a storm watch. As opposed to the 50 degree days when the public union members got paid to attend.

I have, however, found a surprising amount of support for the Governor once I get outside Madison's beltline. A day in the SE corner of the state on Wednesday, and a trip to the northland today, and I've heard lots of "it's about time" comments.

My (hopeful) guess is that Madison Area Technical College salaries aren't that high. I know that the President makes a fairly large salary, but a mean of $95K (does that include benefits?) is more than I recall seeing when they put the database of salaries out there back in October -- after the records request was made.

Dream on, Mad Man. The tech colleges have their own taxing power for real estate but are not elected. Governor Doyle vetoed a bill that would have increased their accountability. There are some great tech college teachers but many of them are lazy and mediocre and get very high salaries.

No accountability + taxpayer funding = high cost.

Milwaukee's the highest in the state, MM. And they rushed through a new 3-year deal with no-cost pensions and no-layoff provisions on Wednesday to avoid this week's ruckus. They've got a really strange socialist pay scale that pays instructors in all fields at the same rate, as I understand it. I know several of the UW Profs I showed this to last fall were very jealous!

Well, I looked at some salaries back in October, because I could, and I don't recall a lot of salaries exceeding $90K -- which is still a lot -- but I don't think it included benefits. But again, I don't know if the $95K average quoted includes benefits or not.

MATC (Madison) had a referendum passed this past November. Their first one since in a long time...1973?

News on the teachers walkout. I think they should cancel Spring Break this year to make up the days. Spring Break is in mid-April, for God's sake -- school's almost over then anyway.

I was a public school teacher in Texas about 10 years ago. Salary was about 50K a year after teaching for 8 years. Mandatory "contributions" for the Teacher Retirement System (TRS) were about 6.4% which was matched by the state. Since the TRS is a 401(a) retirement plan Texas teachers don't pay into social security, nor do they receive social security benefits. A teacher who retires in Texas after 35 years of service gets about 4K a month retirement pay(pre-tax money.) Texas teachers pay about $300 per month for health care.

It seems teachers in Madison have a much better deal, no wonder they are upset.

Just wait until when Walker unveils in his full budget that school boards and administrators have the authority to layoff teachers if they dont accept paycuts, as Walker is slashing state aid for schools. That, and proposing that the retirement age be raised by 10 years. Cant wait to hear the howling then. We will truly find out who is in it for teaching children and who is in it merely for the benefits.

Some thoughts:

I think we can scratch Tim Kaine off the list of people who might replace Jim Webb in 2012. Virginia is not exactly a union-dominated state, and Kaine's heavy-handed use of the DNC to hammer Wisconsin will not play well away from Fairfax County and the southeast and southwestern corners of the state.

Jesse Jackson cannot resist a TV camera, can he?

I asked before, and it's only partly rhetorical. Do the Democrats and the teacher's unions really believe that they are going to win the hearts and minds of independents this way? For myself, I'd have a lot more sympathy for teachers if I didn't see quite so many $35,000 and up automobiles parked in the teachers' parking lot at the local school.

Penultimate thought. Will it be possible to get serious educational reform going without breaking the teacher's unions? I mean, is this confrontation inevitable?

And, last thought, 5.6% of salary is a large reduction, and with all due respect, Professor, it will hit new school teachers far harder than the occupant of an endowed chair. That does bother me a bit. Not enough to say that Walker's wrong, though.

Mack Brown the head coach at University of Texas makes 2.5 million a year. The Dean of the UT Law School makes 387K. The Superintendent of the Houston Independent School District makes 300K.

God, you are so full of crap.

When you include the pension and health care benefits that teachers basically pay NOTHING for right now, most teachers with any kind of experience end up making at least $75K in compensation.

Combine that with getting tenure after 3 years, pensions vesting after 5 years, being able to retire at age 55 with a full pension, and having the pension be 1/3 of the teacher's HIGHEST salary...yeah, I'd say thats a pretty good deal.

Know who else gloms onto events like this? The pro-life people, that's who. With their city vans covered over with gigantic emotional provocative images of aborted fetuses. With little kids all around, sometimes even parked near the school buses. When I first saw them I thought, "How is this kind of graphic public display legal?"

I have a question which I have not seen addressed--why cannot the state leg. pass the reduction in collective bargaining scope as a separate bill, not tied to the budget? there must be some reason this is not being done, but I have not seen it addressed.

It says that average salary (not salary and benefits) at Madison Area Technical College is $87,000 for "full time" faculty. There are 413 full time faculty members.

"Full time" in the technical college world is not very full and does not involve a lot of time.

Where does it say that on the Madison public schools website?

Health care reform should drive down the teachers' total compensation, though.

Kirby, I got the Asus 1015pem last October.

I really like it. The screen is definitely a little small. Also I ended up, a month later paying another $50, to upgrade to Windows 7 home, but that was more of a preference than a need.

Everything else works really well and I'm really happy with it.
