Careful. A reader might think that "a nuclear device" is a bomb of some sort. But it's not. It's "a portable generator ... powered by radioactive fuel." Yes, it's radioactive, but it's not going to go BOOM! And its on top of a very far away mountain where nobody lives.

I'd say for the purpose of countering the Chinese nuclear threat, Biden surrendering Bagram airbase to the Taliban was way worse.
The plan was to spy on China, which had just detonated an atomic bomb. Stunned, the C.I.A. dispatched the climbers to set up all this gear — including the 50-pound, beach-ball-size nuclear device — on the roof of the world to eavesdrop on Chinese mission control.
Well, over the years, the USAF has lost six actual nuclear bombs. Why so much worry about this small generator?
So the arrogant CIA did not explain to the Indians the dangers behind the device, so the unknowing Indian commander elected to leave it on the mountain until next climbing season so as not to expose climbers to greater risk.

Regarding the Ganges - if plutonium every reached the Ganges river system, it would probably only be the 5th or 6th most toxic substance found there.
Carter knew nukes. If he decided it wasn't something to publicize, and the device could remain lost on the mountain without killing people (if it wasn't recoverd secretly by the Chinese) I'm gonna give him the benefit of any doubt. He was still the worst president of my lifetime, until Obama and then Biden came along. Now Biden's autopen is the worst president of my lifetime. Skynet smiles, I guess.

The half life of pu 238 is 88 years so after 60 years it is reduced. Both India and Pakistan have several reactors to make pu. In India the CIRUS reactor and pu extraction plant was built in the early 1960s. Pakistan started with uranium and went to pu later. So they did not need the pu allegedly lost.
But the lost pu does make for a good story!
One source of solace, oddly enough, was the radioactive material. Plutonium 238 has a relatively short half-life, 88 years. It sheds heat. The porters jockeyed with one another to carry the plutonium capsules, Captain Kohli and Mr. McCarthy said.
“The Sherpas loved them,” Mr. McCarthy said. “They put them in their tents. They snuggled up next to them.”
My Cub Scouts would have loved those for winter camps...
