I believe that is what was called a "cut indirect" in Victorian society terms.

(1) The cut direct is to stare an acquaintance in the face and pretend not to know him.
(2) The cut indirect, to look another way, and pretend not to see him.

Kamala reminds me of the Chance character in "Being There." She has stumbled into a role that has nothing to do with reality, and she is applauded for her vapid, empty-headed pronouncements. I wonder how often she thinks, "How did I get here? What do I do now?"

Washington DC is utterly out of sync with the people of the US. The concentration of public employees, lobbyists, foreign influence, lawyers, media, and a vast preponderance of low income black people guarantee that its consensus will always be at odds with the views of the nation.
So clap for Biden and Harris, you barking seals!

Probably no one. It's a move politicians do while they're waiting for applause or cheering to subside when they are introduced. Hilary was famous for her move of pointing at some indistinct person, putting on a huge grin and cackling. She did it every single time.
They do it to avoid standing there stiffly, waiting.

Actually, according to Wikipedia, which is usually pretty reliable on things that can be easily checked, blacks were at 41% of the DC population in the 2020 census. It was nice of them to keep all that real estate warm, but it's needed now to house the ever-growing ranks of Our Democracy (TM).

Biden could have shoved her over the railing and then pardoned himself. That's something she should keep in mind when making these appearances. He's a kindly old man with memory lapses and sudden impulses. I don't think all that many would hold the offense and his pardon for it against him.
