Based on past observations, I will guess it was a river otter.

Curious George says: "I’ve watched is several times, hard to tell. It could be a muskie. Mendota has them but not in abundance. It’s more likely a northern pike if it is indeed a fish."

I thought otter because it was up in the shallow rocks. Didn't look like a comfortable place for a large fish to be flopping about.
