Inciting someone to suicide by threats, cruel treatment, or systematic humiliation is punishable by up to 5 years in prison.

If Father Sergiy gets a good lawyer, he will be acquitted on those charges.

In fact, Father Sergiy was not inciting someone to suicide.

"President-Elect" Biden should ask Congress to pass a federal law against inciting people to commit suicide.

Then, anyone anywhere who refuses to wear a face-mask can be prosecuted for violating that federal law.

Sounds like China. A medical student of mine came to LA from China for medical school. Her mother was a professor at Beijing U. Her father had trained as a physicist but was working as an auto mechanic because he is Christian.
