I blame the influence of K-pop. Using hand gestures to make heart shapes (i.e. finger hearts) in pictures and towards fans is ubiquitous in that subculture.
It's because they believe in the First Amendment and want to show it love. http://althouse.blogspot.com/2017/09/why-did-clay-travis-say-i-believe-in.html
It's regular women doing this Comrade, not the filthy Capitalists.
As has been said, this is a fad that started in the Far East and it took off because they start so few fads considering their population. Some Western women are now joining it to keep it going.

You can actually do so much more. See Puppetry of the Penis.
When I first read the headline, I expected an article about the tortuous shaping of women's cleavage by modern bras.
Then Cupid shoots his, uh, "arrow". I guess some women take this literally.
"People" are doing this? Any particular subset of "people", by any chance? Say, female "people"? Or would it be genderist to even ask that?
Youch. That is all.
