A dog the owner has made crazy can be made uncrazy.
Not to suggest it's worth the time, and who knows how to train a dog these days anyway, what with PC methods that don't work, but to say that some owners like crazy dogs.
Just tease them constantly so nothing makes sense to them, and do it on a big strong dog, and there you are. The neighborhood macho man.
A case where the owner should be put down with the dogs. (I'm halfway serious about that in cases like this. Since the dogs had attacked people before I think involuntary manslaughter is too mild. The owner obviously liked the idea of having dogs that could attack and potentially kill people, or he would have put the dogs down earlier or at the least kept them confined. The death may have been "accidental" but only in that the specific time and place wasn't planned out.)
Disagree with the "no such thing as a dangerous dog breed, only bad owners" crowd.
It's the old stupid leftist argument that nature and bloodlines have nothing to do with breeds or species behavior and abilities.....only nuture. By caring owners and teachers and dog whisperers and horse trancers and so on....
There ARE breeds of dogs, humans, chicken, and a dozen other animals that have been naturally selected for violence. Or size. Or running ability. Or anything. That breeding is a powerful determinant.
And there ARE animal lovers that lose all rationality when the subject of disposing of vicious and dangerous animals comes up. And their counterparts weighing in on the fate of human thugs with the same inclinations..
Cane Corsos are bad news. Period. Same breed killed a woman in the vestibule of her apartment building in San Francisco several years ago. Bad dogs. A favored dog of a certain type of gang banger, thug, redneck. Usually learn about this breed while incarcerated. No one owns one of these animals who has not been in prison, married to someone in prison or affiliated with someone in prison. Pretty good bet.
My Neighbor was dogsitting a local badguys pitbull. Dog snapped at the daughter, neighbor shot and killed dog. Owner comes home after doing 60 days on minor charge, gets in neighbors face over dog/ Neighbor "accidentally" kills badguy while "cleaning gun". While Neighbor does 2 years for involuntary manslaughter his wife dies in auto accident, leaving 2 daughters. Home and everything lost. Very sad story.

There is no way that a person who would say "everything I own is aggressive" without a trace of irony, could be a decent person. There's just no way.
Strap raw meat to him and let his own dogs have their way. Seems fair to me.

With that attitude, I think the owner will do great in prison.
Prison time plus civil asset forfeiture. There may be a case made against the municipality for not dealing more forcefully with previous incidents.
